The space is extremely small and confined.
Origin
Imagine the cramped, often dark confines of a 17th-century British warship, where dozens of sailors lived cheek by jowl. When it came time for punishment, the fearsome "cat o' nine tails" whip was brought out. This brutal, multi-tailed lash, designed to flay flesh, required a wide arc to be swung properly. But in the notoriously cramped conditions below deck, or even on a crowded main deck, there was often literally "no room to swing a cat" without striking another sailor, a mast, or the rigging. The impossibility of wielding such a weapon without impediment became a vivid metaphor for any extremely confined space.
